N.Y. State Senator John A. DeFrancisco, (R) 50th Dist. (Official Site), recently offered an important perspective on the significance of regaining the 49th N.Y. State Senate District in 2010. It is summed up by the 2 maps set forth below. These maps show the approximate geographic location of NY State Senators broken down by party affiliation.
The Democratic Party has long maintained a substantial majority in the NY State Assembly. The NY State Senate is nearly evenly split with the Democratic Party holding a one vote majority. This means one party control over both houses of our State's legislative body.
The maps below indicate where Democratic Party control is located geographically. Many Upstate New Yorkers are concerned that there may be disproportionate influence from the New York Metro Area on upstate governance. The below maps show how downstate location correlates to Party affiliation.
This year the United States Decennial Census is underway. The results of the Census will likely lead to remapping of NY State Senate Districts as well as other electoral districts. Traditionally, the controlling party uses this as an opportunity to redraw district lines, known as redistricting, to enhance the likelihood of that party's continued control. This process is known as gerrymandering. Look at the Map of the NY State Senate Districts, including our 49th District, to see if there are examples of gerrymandering.
If Republican control of the NY State Senate is not regained in 2010, the redistricting that follows the Decennial Census will likely make it more difficult to regain a Republican majority in the NY State Senate in the future.
The contest for the 49th District this fall will be challenging. Our Town is an important part.
